Dokken has successfully completed hundreds of structure designs, from rural 2-lane bridges, to complex multi-level freeway-to-freeway interchanges. Additional structure designs include pedestrian overcrossings, bicycle bridges, viaducts, and retaining/sound walls. Dokken has also provided seismic stability evaluations, retrofit plans, specifications, and estimates.
Our structures team has innovative and cost-effective design solutions which save our clients millions of dollars. Details to the project’s environment, along with client and community feedback, have allowed Dokken’s designs to meet the unique conditions of each project.
Dokken provides planning, design, environmental management and construction management of various roadways and roadway elements. Dokken has utilized several design features on past projects that have enhanced traffic flow, eased congestion and improved pedestrian safety and mobility.
Dokken takes a very hands-on approach to ensure the concerns and desires of residents, local business owners, and the entire community are accurately reflected in the design. Including the community in the development process is critical in garnering public support and in avoiding opposition to the project.

Our hands on approach and technical experience has accelerated schedules for all regulatory requirements of the Federal Clean Water Act (CWA), Sections 401, 402, and 404; the National Environmental Policy Act (NEPA); the National Historic Preservation Act (NHPA), Sections 106 and 110; the Federal Endangered Species Act (ESA), Sections 7 and 10; the California Environmental Quality Act (CEQA); the California Endangered Species Act (CESA); and 1600-16116 California Fish and Game Codes.
Right of Way and Survey Services
Dokken provides a full spectrum of right of way services on large and small projects. Dokken’s team of right of way agents and surveyors have established professional working relationships with federal and state oversight agencies and have a thorough understanding of regulatory processes and standards. Dokken clearly understands that active communication and coordination efforts are necessary to develop relationships with each property owner, and are key to maintaining a successful overall project schedule.
We are familiar with all aspects of
right of way engineering, acquisition, and currently providing or have provided property acquisition services for a variety of counties, cities, and transportation planning agency clients.
Dokken works with contractors to provide design and construction solutions that meet current delivery standards. Dokken offers this speed-driven delivery method to meet clients' schedule and budget needs. On many occasions, Dokken has successfully delivered designs to the point where the foundations are set and construction can begin.
Dokken identifies conflicts and redesigns items such as a utility relocation or foundation with only a small amount of lost time. With the designer and the contractor on the same team, there will be a benefit to the project owner. Dokken is also available to provide immediate investigation of, and design solutions for, contractor’s problems.
Funding and Grant Assistance
Dokken has completed projects that began with no available funding, and assisted in obtaining funding. We have also completed projects that started with partial funding and obtained increased funding. In some cases, Dokken has assisted in obtaining 100% funding.
Dokken knows the processes and requirements for obtaining state and federal funds. We attend funding committee meetings and remain aware of planning and funds as they become available. Dokken is well versed with the requirements of Caltrans' Local Programs Procedures (LPP) and with LPP 00-05, mandating Pre-Award audits on projects involving State and Federal-aid highway funds where the consultant contract(s) are in excess of $250,000.
