Dokken Engineering prepared a preliminary engineering and cost estimate report for the widening and realignment of Road 80. In addition, Dokken prepared construction bid package, completed right of way acquisition, obtained railroad agreement and CPUC concurrence for Phase 1 of the project in 13 months.

The project will provide 4 travel lanes with a raised median within the 2 cities and a depressed median through rural Tulare County. The improvements include realignment of Road 80, realignment of side streets, new embankments, bridge crossings and drainage facilities necessary to accommodate the ultimate roadway. Portions of existing Road 80 flood during major storms, which will require the development of new on-site and off-site areas for surface runoff control.

Preliminary engineering included aerial photogrammetric mapping, surveying, right of way, geometric approval drawings, traffic analysis, drainage improvement studies, phasing and staging, utility identification, hydrology/hydraulics, bridge advance planning studies, landscape concept plans, environmental evaluation, coordination, cost estimates, scheduling, and public outreach.

Several alternative alignments were prepared and evaluated to avoid or minimize impacts to properties fronting Road 80. A property owner exhibit was prepared for each of the 153 affected properties, showing the existing property limits/improvements and proposed improvements with new property lines. All of the information was compiled in an extensive, 6 volume, Preliminary Engineering Report.
