Poinsettia Lane

Dokken Engineering completed Preliminary Engineering, the Plans Specifications and Estimate (PS&E) and Environmental Review and Permitting of the Poinsettia Lane Structure Overhead Widening for the City of Carlsbad. The project consisted of widening the existing Poinsettia Lane Structure over North County Transit District (NCTD) tracks. Poinsettia Lane was a 2-lane roadway serving as an east-west link between Interstate 5 and Carlsbad Boulevard. This project improved Poinsettia Lane to major arterial standards with 4 lanes, raised medians, bike lanes, enhanced landscaping and concrete sidewalks.

 

During preliminary engineering, Dokken Engineering negotiated with NCTD to allow structure widening with 23 feet of vertical overhead clearance above the railroad tracks. Final design included application to, and receipt from, the Public Utilities Commission for Authorization to Construct.

A challenging aspect of the project was the limited work area due to the operating railroad, adjacent mobile home park, adjacent vernal pools and the sensitive coastal sage scrub. The project was surrounded with “sensitive” areas creating a small construction area for staging.
