I-5/Manchester Avenue

The San Elijo Lagoon, located along the southern perimeter of Manchester Avenue and the existing interchange, is the largest coastal wetland in San Diego County and is home to several endangered species. The slopes to the north of the interchange also contain environmentally sensitive plant and animal species. Alternatives are restricted due to these critical constraints.

Project Study Report
Project alternatives were investigated and a PSR was approved. During PSR development, 14 alternatives were studied in detail. The Build Alternative proposed auxiliary lanes between Lomas Santa Fe Drive to the south and Birmingham Drive to the north. Using the PSR, an FHWA Letter of “Acceptability” was obtained for the Build Alternative.

 

Agency Coordination
Coordination with the resource agencies involved in the environmental permitting process was initiated at the onset of the PSR phase. Representatives from the U.S. Army Corps of Engineers, San Elijo Conservancy, California Coastal Commission, Department of Fish and Game, County Parks and Recreation and other agencies were invited to attend the initial field review as well as monthly meetings.

I-5 North Coast Integration
After development of a Draft Project Report and Environmental Document, the resource agencies, including USFWS, CDFG, and the Army Corps of Engineers, determined that the project would not be a separate project and it has now been incorporated into the I-5 North Coast Corridor widening project.
