Dokken Engineering prepared the Plans, Specifications and Estimate (PS&E) to widen Emerald Drive Overcrossing and freeway ramps at SR 78. Dokken Engineering obtained approvals from Caltrans and San Diego Gas & Electric for the construction of the structure with 69 kV overhead lines left in place. Dokken also obtained approval from Caltrans for reduced vertical clearance over SR 78 during construction, which required the installation of over height detectors and warning sirens.

The existing structure was a two-span 204 feet long, 47 feet wide overcrossing constructed at 30° skew to the highway. The overcrossing was widened to 114 feet in width by constructing pre-stressed box girder structures to each side of the existing structure. Also included was a 114 feet structure mounted sign bridge. Approximately 900 feet of approach roadway (Emerald Drive) was widened by 50 feet to provide additional traffic lanes and shoulder. The four freeway ramps were widened by one or two lanes each.
