Richard Liptak, PE

Richard Liptak, PE
President

Mr. Liptak has been with Dokken Engineering since its inception in 1986. He has overall responsibility for all company operations, yet remains current with the industry by serving as Project Manager for a select number of projects. Staff development and quality control are main areas of emphasis.

Elizabeth Diamond, PE

Elizabeth Diamond, PE
Director of Engineering

Ms. Diamond has over 30 years of municipal and regional public works experience, with a strong emphasis in the development, design and delivery of capital improvement projects. She has extensive public agency experience. In addition to her company management responsiblities, Ms. Diamond manages a varietly of public agency projects throughout California.

Gordon Lutes, PE

Gordon Lutes, PE
San Diego Regional Manager

Gordon Lutes has been working on Project Management and Civil Engineering projects since 1972. He has served in project management and key engineering roles on numberous complex projects, including; freeway, local road, light rail transit(LRT), lagoon restoration and flood control facility projects. In his various projects, Gordon works closly with Caltrans, SANDAG, local agencies, utilities, clients, and the general public and has developed strong working relationships throughout the community.

Matthew Boyer

Matthew Boyer
Director of Program Management & Funding

Mr. Boyer has managed and directed work on more than 50 local and regional transportation plans and programs, including working in 15 counties throughout Northern and Central California. The breadth of his experience covers streets and roads, public transportation facilities, regional transit shuttles, bicycle and pedestrian facilities, and intelligent transportation systems.

Namat Hosseinion

Namat Hosseinion
Environmental Planning Manager

Mr. Hosseinion leads Dokken Engineering's environmental planning group. He has more than 10 years experience in the management of environmental resources, with specialized expertise in wetland ecology, permit regulations and coordination, pre-historic archaeology, and the environmental laws of California. He has held various positions of responsibility for the oversight of federally funded projects through the Caltrans Local Assistance program.
