Richard Liptak, PE
President

Mr. Liptak has been with Dokken Engineering since its inception in 1986. He has overall responsibility for all company operations, yet remains current with the industry by serving as Project Manager for a select number of projects. Staff development and quality control are main areas of emphasis.

Elizabeth Diamond, PE
Director of Engineering

Ms. Diamond has over 30 years of municpal and regional public works experinece with a strong emphasis in the development, design and delivery of capital improvement projects. She has extensive public agency experience. In addition to her company management responsiblities, Ms. Diamond manages a varietly of public agency projects throughout California.

Jason Lemons, PE
San Diego Regional Manager

Mr. Lemons has over 14 years of experience in transportation design and construction. His experience as a transportation contractor allows a unique insight into the constructability of our projects. His leadership and management skill ensures that Dokken will deliver on schedule within budget with quality. Mr. Lemons primary responsibility is the leadership of our San Diego and Temecula branch offices.

John Bishop, PE, SE
Structures Division Manager

Mr. Bishop has 20 years of experience with structural design on new bridges, pedestrian overcrossings, light rail aerial structures, rehabilitation and replacement projects, emergency repairs, and seismic retrofit projets. Mr. Bishop has played a lead design role on more than 75 different bridge projects, and dozens of retaining walls. His innovative designs have saved our clients millions of dollars in design and construction.

Matthew Boyer
Director of Program Management & Funding

Mr. Boyer has managed and directed work on more than 50 local and regional transportation plans and programs including working in 15 counties throughout Northern and Central California. The breadth of his experience covers streets and roads, public transportation facilities, regional transit shuttles, bicycle and pedestrian facilities, and intelligent transportation systems.

Robert Lawrence, PE, GE
Geotechnical Engineering Manager

Mr. Lawrence leads Dokken Engineering's in-house geotechnical engineering group. He specializes in the areas of foundation design, embankment analysis, structural pavement design, multi-tiered tieback and soil nail walls. With 15 years of experience, he has been the lead foundation designer on over 25 bridge structures and roadway projects throughout California and the northeastern Unites States.

Namat Hosseinion
Environmental Planning Manager

Mr. Hosseinion leads Dokken Engineering's environmental planning group. He has more than 10 years experience in the management of environmental resources with specialized expertise in wetland ecology, permit regulations and coordination, prehistroic archaeology, and the environmental laws of California. He has held various positions of responsibility for the oversight of federally funded projects through the Caltrans Local Assistance program.
